Food Administration now the reason why the Food Administration is going to be important is that they have to manage the food supply they got to make sure there's enough food for the workers and they got them how the  did you get here you go somewhere that's great I don't know why I can't do it anyway check this out a man is a food supply and they start rationing and what are they rationing we meet sugar all of those most important accessories now this is going to relate to Prohibition and so put a connection Food Administration limiting the food supply and prohibition by the way the architect of this is a guy named Herbert Hoover who will be a President in 1928 election I don't know what that was but he'll be a president Herbert Hoover's lifestyle was so interesting he was a millionaire he was a mining executive he was an engineer he retires at age 35 or something of that nature a genius Eddie devotes his life to Public Service what's interesting that is a he works he volunteers basically to help The Food Administration and he runs it and he manages the food supply later on he will be press during the worst economic crisis until today we're approaching the worst economic depression in our history the second one in the 20th 21st century that interesting with indoor but anyway you'll be a terrible president but he's a great human being and he devotes tons of time to social programs and services so Herbert Hoover it takes a big a role with the railroad board the fuel Administration and then the labor board now what underlying that somebody what's really significant about the labor board now is remember 1900 laissez-faire there's nobody speaking for the for the workers right there's no speaking for the workers now Wilson Progressive says we're going to have protections for the workers to prevent strikes you think that's important why do we want to prevent strikes because if you go on strike that's going to hurt the war effort and it's patriotic and so we want to make sure we're not we're not going to have strikes that prevent us from winning the war didik call Rite Aid okay erase all that aloha. Okay erase yeah so let's go back The Food Administration this is going to be important for the prohibition because they limit the the sale of goods like limit the availability of produce like wheat is sugar in fuel in all of those things right they they limit the breweries they limit the distillers they say okay no we don't have enough food to make beer and alcohol so we're going to bread instead and we're going to close the breweries where to close the Woody call at the distillery's and that's one step closer to Prohibition you follow yes and so again limit private consumption wheat and Grains so that it can be used for the war effort so again they are going to stop stop during the war is when you get Pro Edition it's the Progressive Movement women are getting the right to vote and they're pushing for it and it's patriotic to limit it again who were the Brewers the Brewers were german-americans and they yeah there's there hostility toward towards the Germans once we enter the war they stop speaking German they stop with the German culture is very limited because again lots of American English Rose English descent reject the the German that's very good so there was a lot of xenophobia hostility towards immigrants and people stop you know what yet yes heard of hot dogs yeah it's the original term has Frankfurter frankfurters or what hot dogs were there German sausage if so the American said don't we don't want to use German language so he called them we called them hot dogs hot dogs and sauerkraut which is German that's right and they called that Liberty cabbage big deal it's just shows that we were hostile to and you see this every time there's a there's a problem in foreign policy foolish ignorant Americans take it out on ethnic minorities in our society so the bottom line with this the bottom line with this is the because of the what time limits we get prohibition so you got to connect the war with prohibition the food production or The Food Administration board yet it it's so again the 18th of will be proposed during the war and it will be past towards the end of the war and approve it goes into effect 1920 where they limit and they prohibit thus the manufacture and sale of alcohol beverage you can still consume it technically but you could be arrested this what this lock hold the Volstead Act or Wednesday the Volstead Act very good this was the the law that enforced prohibition so again that's going to be the Enforcement Act a little story when I was in college at San Diego State I would come down to the San Diego Courthouse to do research and I one of the air is I was doing historical study was Prohibition in San Diego and I would go and I was looking for evidence what was it like in San Diego for prohibition and I found a number of resources but I would look at these Court arrest logs in the basement of the courthouse they had on these giant books this big and when it caught brought someone in they right on these live it have a long column in Uno Rosso they would write the name of the guy and then the officer or the date and the time and location and the end of law that they broke what is the violation and the violations I looked for bull Stitt bull Stitt bull Stitt bull Stitt and what that means is that it was violating alcohol laws so you got to know the Volstead Act and the 18th Amendment and prohibition any questions on how the war is connected to Prohibition were the Irish angry about the prohibition act like everybody was angry about the well let's put it this way. the sorry let's put it this way the immigrants hate it for all this because there was a drinker's the Wasps said well we didn't work cultured and where we can drink we can we can we can handle our and so it's really again part of the motives for prohibition was nativist to control the immigrants to make them improve their society get it so yeah they were they were angry and of course they violated we get the main result of pattern you're going to see with all of the wars is that we have to control public opinion if you don't control public opinion you quit the war in the Democracy so if the people vote against War late they vote against the present who wants the war and you get a new Congress or a new president they pull you out of war the biggest example of this is Vietnam Vietnam Vietnam public opinion ended in 1970 68 really that said we need to get out and therefore Nixon said I got a secret plan to end the war and guess what people support because they wanted out and we end that wore 2008 Obama's running for president the economy is in shambles were tired of the Afghan and Iraq war and he says we need to get out and people voted for it so every president from Wilson FDR LBJ Vietnam and you know George Bush HW Bush and W bush them are worried about public opinion just like right now we're in this massive crisis with this virus is pandemic and Trump is totally worried about public opinion and he wants to get the economy going even though it's going to kill people and that's kind of the trade-off but he's worried about public opinion he's still trying to do things for his base so he keeps can keep elected so against chafing public opinion is a massive issue now here's how they did it and this is what's really rare of they had they created a sinkhole. Committee of Public Information CPI they had this guy named George Creole who has a an advertising executive and by the way I still want you to go to this film The American Experience alone the son of here is that this is the what imagine this that the government of the United States has a program has a propaganda Wing that is designed to persuade people to support the war effort it's just I like to make people patriotic to to limit any criticism and that's what this this group is called the Committee of Public Information did George creel his design produce hatred for Germans increase patriotism and in those ways we're going to maintain public opinion do you follow so now your job would be to say okay well what are examples of George Creel and I'm going to give you a couple of details that's not on this one but it is on the other ones it's the three Minute Men basically look at this CPI Committee of Public Information Committee of Public Information World War II they had these Geico for Minutemen and what they were you is where are we they would make speeches on the corners of the streets how did that gets how to get to switch they would speeches on street corners right to a patriotic speeches were support the war effort support the draft hate to not hate them Germans but you know war bonds things of that nature they had song they had silent movie pictures they had in these guys that went throughout all this country making these brief speeches to reinforce patriotism where where are we okay it's so that was the Committee of Public Information the propaganda aim of arm of the United States government okay we also get I'm going to do one more thing civil liberties specifically 1917 now we've seen civil liberties being attacked before haven't we especially in Wartime the first one is we see it in the Alien and Sedition Acts remember that Adams John Adams Administration that was an illegal law probably we never found out it was a moot point member when the Democratic Republicans take office they control the house the Senate and the presidency and they basically remove all Federalist program I'm so I can't that is a sedition is criticism of the president Lincoln suspend habeas corpus right to free speech right to a trial all these things during the Civil War because when the wind again public opinion they lose the war so we've done this before now in World War what it's called the Espionage the Espionage Act and what this one says Espionage means spying but look at the details here I forgot how to annotate on this stupid thing area right here Espionage means to spy 1917 only because of the war since whoever went in the night whoever in when the United States is at War hinders the recruiting or in establishment excuse me enlistment service in the United States shall willfully other print right publish disloyal, profane scurrilous abusive about the government of the United States or the Constitution by word or by act opposed to cause the United States shall be punished by a fine of not more than $10,000 or imprisonment for more than 20 years so you go to jail for criticizing the war say hey I don't want to be I don't wanna be drafted to draft is bad the war isn't just war is useless so if you complain about those things you go to prison we had about 5,000 people went to prison during World War 1 here's the Supreme Court case Schenck versus United States that said the Sedition Acts were legal where are legal check for United States says you can limit free speech in times of emergency it so they rounded up mostly immigrants remember Eugene Debs right here overdubs he runs for president from jail and he gets a million votes you want to see that he gets thrown in jail for this and for criticizing the war he's encouraging people not to well he's not on here but it should be see what this says I don't like this one well uh he was Eugene Debs got like a million votes what he was in jail because he spoke out against the war they put in prison that cool alrighty we're almost done we did the Espionage okay member Emma Goldman the iww she'll be during the 1920s Jane Addams was against the war she doesn't go to jail I don't know Emma Goldman went to jail or not but for sure Eugene Debs was put in jail I think I'm going to finish on this I think finish on this today cuz I think we're pretty much done and I'll take questions in a minute but that's exactly where we're at so we're going to get one more one more let's talk about conscription in that'll be a good place to stop conscription basically conscription means the draft see I can type it says oh my gosh look at that the draft well it's much better than my writing turn your charger I guess you're done are we done okay we're almost at so we say the draft which means selective service or conscription was mandatory everyone had to register but look at the numbers we had the same thing it will work in Civil War right who do we have more volunteers or draft Civil War anybody need more volunteers were what did you got two million volunteers 2.8 million drafted 24 million registered that means they signed up 13,000 women join the war effort that's a significant issue women volunteer for military service clerical mostly Navy submarines and lots of nurses and nurses with no Rank and no pay where one draftees were unmarried 13% of the draft were drafted African-Americans we have about 200,000 go overseas and again there segregated true and white officers any car news about Selective Service people complain a lot about this they didn't want to they didn't want to they didn't want to fight I mean go to all right so let's stop there we're going to go on with African Americans starting tomorrow and I think rounded up for criticizing the war so that would be easy funding for the war taxes income taxes and war bonds loans no weave weave the war predominately with loans and then lastly administration of the resources that wib War Industries Board and how we limit resources fuel board railroad board Labor Board Food Administration get it yep we'll see any questions before we go migraines famous
