okay we're back we took a little break to reset so again Resort becomes president and in his administration were looking at the russo-japanese war that's going to be really important get to World War 1 the Japanese are going to start expanding like a like some of the European leaders or imperial government Jeff Japanese wanted to expand over we'll get to that till we get the Treaty of Portsmouth that TR helped negotiate Japanese expansion begins they get up into the Korean Peninsula and then gradually they're going to have incursion leading up to China 1931 Manchuria and then China 1931 so all of those going to be really important so get it now and catch it later to the gentlemen's agreement with Japan has to do with immigration we didn't we have this Venezuela at Germany has this connection and what's interesting about this is we almost go to war with Germany over there open Venezuela debt and so this is where TR really begins the big stick policy but he doesn't do it until you're this Germany Venezuela is she starts bubbling up the big stick policy is of course another name for the Roosevelt Corollary to the Monroe Doctrine we're going to explain that we're going to talk about the creation creation up rash in the creation of Panama and the creation of the Panama Canal lastly the Great White Fleet and will NPR's administrations with no major Wars but loss of Navy so let's start the first issue is Roosevelt is a peacemaker in the russo-japanese war basically Japan and Russia are fighting over influence in the Korean Peninsula brushes Dennis come South in pay growing in size growing an industry that's going to lead to World War II later and we'll talk about that in just a second when we get to the map the one thing here is this gentleman's agreement is gentleman's agreement is about nativism United States remember that Chinese Exclusion Act 1882 6 or 82 since I can't remember the exact date that was okay manifestation of American Racing and towards Asian Chinese which is nothing new totally racist against all kinds of different groups but now because of tr's status is now Peacemaker had contact with it Japanese government he wants have positive relations with him even though our country's racist and California was pressing for a law against Japanese immigration a Japanese Exclusion Act and of course the government of Japan is very uptight about honor and saving face and think dishonor things of that nature the Prime Minister asked Roosevelt to in a prevent that prevent a law that would be dishonorable to Japan's prevent the law and we and we will the Japanese government will prevent Japanese for moving to the United States or immigrating to United States and so that was known as The Gentlemen's Agreement a handshake you diplomacy that said okay Emperor term government of Japan you leave your people there and we won't have to make a lot of the gentlemen's agreement is about voluntary limits on immigration but what's even more interesting in the 20s still ban it after World War 1 and so we are really restrict Japanese immigration again in the 1920s and I think that doesn't that's funny to me anyway moving on so Japan is on the way and if you can see the Russians are getting down over here by the vostok right well they're fighting over this this influence on the Korean Peninsula and the Japanese want one influence this is where Port Arthur is right there and so that's where the war is now what's going to be interesting next will be that the Russians are going to beat this is going to always remain Russia this is going to be Chinese and it's going to be part of Manchuria when the Japanese expand North into Manchuria add an incremental step to World War II they're going to go north mentor and then they're going to come South to Shanghai Etc and there's a World War in that's going to be a big issue for the nights when they do that because we have lots of ties with the Chinese exceptional alright so we Recaps the Japanese now it's brings us to let's talk about Venezuela Venezuela down here was in debt to Germany in Germany want wants their money and problem with Germany is they have Wilhelm II on on the The Throne and he's kind of aggressive and he wants the debt of Venezuela to be paid by Venezuela and so he sends a fleet or a few ships to basically collect for this debt in Venezuela and that gets TR up in an uproar and resources know we can he had spies in Europe that we're talking about needs of the issues and say no this is a violation of the Monroe Doctrine and we cannot allow this and he basically pressures Germany hands off hands off the Western Hemisphere hands off Venezuela no new how many new colonies cuz they were sniffing around the world trying to get colonies and this becomes the Roosevelt Corollary to the Monroe Doctrine so let's go back to the Monroe Doctrine for a minute the Monroe. Catherine said President James Monroe 1820s member of this was written by John Quincy Adams and it said to the newly independent American states like Mexico if we go back Mexico become independent 8 by 1820 the San Martine in Bolivar down in South America have been the independence movement by 1824 and so the Americans responded saying okay newly-independent countries in Latin America the United States will guarantee that no European prevention will occur or basically prohibiting the Monroe Doctrine said to prohibit new European intervention America that's what the Monroe Doctrine said it was supported by the English when it was written in 1820 yo we didn't get involved when the Germans went into Mexico and the French were back behind the neck in Mexico also under Maximilian and Napoleon the third it said we were busy with our civil war so we didn't do anything what would that incursion but we still believe in the Monroe Doctrine TR wants to assert the Monroe Doctrine and he uses the example of Venezuela versus Germany in these deaths so he reinforces the Monroe Doctrine with this new edition known as the coup the corollary to Monroe Doctrine that said Clos in the Western Hemisphere and here is of the United States to the Monroe Doctrine May Force the United States to exercise police power quote that's the Roosevelt Corollary saying in ordered with what does it mean it means in order to prevent or to maintain the independence of these countries throughout the Caribbean and in Latin America United States will reserve the right to intervene in their domestic politics do you follow what that means the US will intervene in Latin America for example Dominican Republic Haiti Nicaragua Cuba Etc Panama common reasons will include financial difficulty and Loans from European so follow this means let's go back to our map that if you if you look at this very carefully these are the dates where we're involved US troops involved in Cuba 1898 1982 that's the is it 1906 or 1917 to 1922 we have the Naval Base at Guantanamo there you see if you guys follow this so right there that's how much does a huge amount of intervention Haiti US troops 1914 to 34162 for financial supervision Dominican Republic 16 to 24 I mean Puerto Rico we take it out right the Virgin Islands that's not all Honduras 1924-25 Nicaragua Nicaragua for awhile 10 12 2526 233 lots of interactions so the point is this issue with Venezuela was the opening excuse for even more intervention in these regions we wanted this was our backyard is our playground no other country could get involved in it except the United States at least that's what we said and that's what the Roosevelt Corollary means we have the right to maintain the independence of these states based on this this doctrine that they it's for their own good and mean to the underlying attitude is it's for their own good cuz those people those inferior peoples can't manage themselves so we must take care of them that is the issue do you understand are you getting the message we'll come back to it so so Venezuela he's they stop was Germany that's one and now Panama Panama down here Panama and Nicaragua we're competing for the canal where is the canal going to go Nicaragua or Panama the fridge had a deal already in Panama in Panama they had the rights to it the United States got those right from France or the hay for treating 1901 so we get it from France's was too expensive they couldn't get it done so they were selling the rights we follow up you know what's 40 million dollars work work get it going Columbia is resisting case go back to the map Columbia own Panama was part of Columbia down here and so we were planning on where to go we had we had a choice have with Panama we have to negotiate with Columbia with or when Nicaragua this was the second location then the idea was well there's no you can do canal and there's a big lake and there's rivers and maybe that's a good spot and it was seriously considered there's an old famous story about a congressman who would lobbying for the nicaraguans he was passing out this propaganda from Nicaragua to the other congressmen and they were they had Nicaraguan postage stamps where they end up doing is on the postage stamp the letter of course was saying please choose Nicaragua for your Canal project it's better than Panama and so the congressman would read it and then put on that post stamp it was a picture or a little map of Nicaragua was volcanoes you know it was like a artistic rendering but with volcanoes and so the opposition that Pro Panama group brought this envelope in the stamps and they said look at that look at that Nicaragua group they want a canal to go where there's volcanoes get it canals can be filled with lava and Soto was persuasive supposedly and Panama became a location for the canal I hope you rewind that if you didn't get that story it's a good story so Columbia is going to build the canal but they more money and TR is a Puritan is any Pilgrim ever was said no we're not paying more money we had a deal and of course the Colombian government was corrupt in the saint we want more we want more and T are basically gave an ultimatum to take it or leave it this is what we're paying take-it-or-leave-it and Colombia said no and then there was an independence movement in Panama Panama right down here little Panama right there there was about 5 people living there though I'm sure there's more than 5 but it's a small population decided they won independence from Colombia Miss Colombia was bad how long it was taking their rights and we sent the Navy to protect the new Panamanian Independence did government and we recognize the new Panamanian in independent government right away and then we dug the canal in Panama exist because United States created it and we've been involved in their government for since it's the day it was born in that funny log me without knowing that it's it's good joke who created Panama Monroe Doctrine any questions the Roosevelt Corollary means we will use American power at our will when I think the independence of these countries is threatened and they'll be tons of examples the Great White Fleet lastly this was Theodore Roosevelt a pet project these are the new Fleet that metal or iron ships steel ships those interesting enough the steel on those ships were made in the factories of Andrew Carnegie he got a extra boatload of money helping build all those ships with all that steel government contract isn't that interesting but so that the big deal is that the Great White Fleet will be the manifestation of American power they will support our trade member as we talked in the very beginning of the unit that trade pushes our focus on foreign policy economic interest make the difference in our foreign policy and so the Great White Fleet is a representation of America's coming-of-age as an imperial power we have the Philippines would have worms we have we have treaties with someone while we have Hawaii our focus is the Pacific now and so any threat to our trade in the Pacific it's going she from Japan mostly the Europeans will pretty much cooperate but Japan is is growing in power in size and they're going to be the big threat coming in the first half of the 20th century Great White Fleet here's some really classic cartoons if you notice if you noticed he have we are with the big stick policy and the peasants in you know really racist Garb with the Great White Fleet in the back and the bay American Business in domineering what's his name to yarn in pushing the smaller countries around very very true does that make sense excuse me okay you guys miss that nobody nobody listens this far I'm sure no one's still here about whatever TR very racist Great White Fleet big stick get it police again dominate dominate dominate during the Western Hemisphere big stick policy lots of times depicted as a policeman giant with a cop that's a typical night you know turn of the century cop and of course the racist depiction of the non-white population of the Caribbean this is nice will you call that outline of President Roosevelt's career Governor vice president president and then he gets Nobel Prize here in right here he's great Hunter and white that's significant issues he when he retires he goes on Safari and then he comes back and ruined a second term in his second term that funny oh God you can't see it can you know one I'm Jay I'm jabbering about these you guys can't see it my face is in the way the career of Theodore Roosevelt alrighty here's another one everybody loves this one that's TR and the Great White Fleet right there intervenes in anime creating independent Panama United States that's the Philippines Uncle Sam and this Pacific Empire there let me look at that Uncle Sam 1900 okay let's just finish up the Taft Dollar Diplomacy so here's the big idea what these three guys you got to know the big stick policy with TR you got to have half his Dollar Diplomacy and then you got to know Wilson's moral diplomacy so with tr her it's it's going to be power the big stick is about power the big stick policy is about extending American power from the quote speak softly but carry a big stick it's racist assumptions the United States is superior these other countries are inferior therefore it's okay that we a dominate them and here's a quote it is the right and duty of civilized Nations to intervene in the Affairs of uncivilized Nations for the common good of course those are the attitudes and they're still lingering today but you got to know that's still part of it fundamental good so tough instead of using big stick of power he's using the big stick of money money money money to get cooperation from other countries diplomacy using money it's not the same as outright bribes but they're a lot of that going on it's bank it's loans and it's yellow you your friendly American interest will help you with projects and things of that nature we've been doing it ever since on different degrees will use money all the time that's why having a president who is so connected to money income sources from other countries is very problematic Express business relations to other countries that's very hard to divest yourself of the greedy elements and hopefully there's no Shenanigans going on but of course we know there is but in any event any questions Dollar Diplomacy still intervening on American interests mostly economics and using money instead of the Navy he's more of a let's use the cash you know use the cash last night we're going to go into Wilson and I'm not going to do that right now cuz I'm tired but I think a good question how are Wilson and TRS foreign policy similar how are they different wow another compare and contrast that must be an easy essay to write because it's easy to teach anyway we'll come back with Wilson's foreign policy and then we'll get into World War 1 hooray
